Create polling system for creating VMs dynamically

Description
When dynamically creating a VM, the IM is stuck until the VM is fully active, but this can take a long time. This means that for example that in that period of time no newly added hosts will be discovered or that no jobs will get sent to other already active resources.
Instead of waiting, have the DRM4G check in every IM cycle if any of the inactive VMs are ready to be added as hosts.
