Command to reset money spent on a cloud resource

Description

For each cloud resource defined, the database will track how much money has been spent in total between all of its created VMs. Once the hard_billing limit has been reached, all of the VMs are eliminated and that resource can't be used again.
The command drm4g resouce reset <resource_name> to set the money spent to cero and be able to reuse the same resource definition.
